The City of Lawton is a home-rule charter community with an eight member city council/ manager form of government. Council members are elected by respective ward while the Mayor is elected at-large. The City Manager is appointed by the governing body and works closely with them on matters relating to the operational needs of the City including but not limited to: planning, organizing, directing, integrating, administering, reviewing, and evaluating a very diverse range of municipal programs, activities, and projects. The manager serves as the chief administrative officer within the City’s organizational structure and, as such, engages within frequent and meaningful interaction with the Council to ensure the effective development, implementation and execution of the city’s operational affairs. The City Manager is responsible for all operations within the administrative service, and directly supervises all department-level managers in the performance of their duties.
Job Knowledge, Skills and Abilities
The ideal candidate for this executive level position should possess an operating knowledge of and direct experience in the administration and interpretation of local ordinances including: building and land use codes and other applicable state and federal laws and regulations. It is expected that candidates for this position will have professional experience in all aspects of labor union negotiations to include the implementation of best practices during collective bargaining sessions, administering grievance procedures, accurately costing contract proposals, and practicing these principals in a state that authorizes public labor unions to enter into the binding arbitration process as compared to “meet and confer” only powers. The candidate should be well versed in organizational theory, principles, and design and development practices and techniques relative to public organizations. Additionally, candidates should have advanced knowledge of and progressive experience in the areas of long-range comprehensive planning, public administration, financial oversight, identifying public financing instruments, state and federal grant provisioning, preparing and presenting public policy recommendations, providing for the continuing maintenance and accessibility of public records in an open, honest and transparent manner. The successful candidate will demonstrate their proven ability to initiate modern principles and practices of exceptional leadership and their proven ability to pursue proactive and innovative management solutions through employing sound judgment. Finally, the ideal candidate should possess a strong professional confidence and the unique ability to effectively navigate within a political environment while maintaining an apolitical sensibility and approachable demeanor at all times in working with both internal and external stakeholders, individuals, and organizations.
Education and Experience Requirements
Graduation from an accredited college or university with a master’s degree in public administration preferred and a bachelor’s degree in public administration, political science or closely related field required. Must have a minimum of ten years of progressively responsible experience in the management and administration of a municipal government; or an equivalent combination of education and experience.
