Assists the City Manager in planning, organizing, directing, and evaluating municipal programs and services and in reviewing activities and operations of the City of Lawton; assists in the coordination of City activities with outside agencies and organizations; and provides other administrative support to the City Manager. Provides direct administrative oversight in the daily operations of all city departments, excluding Public Works, Police and Fire Departments, City Clerk, City Attorney, and Municipal Court.
The ideal candidate for this position should possess thorough knowledge of municipal operations to include developing, planning and implementing municipal goals and objectives. Individual will actively participate in all aspects of labor union negotiations, including contract development, mediation and arbitration hearings, personnel policy and state legislation and should have knowledge of such. Other duties include attending City Council meetings, serving on various municipal related committees; acting as City Manager upon designation. Will assist in recommending policies and procedures and changes of; researching requests for information from the City Manager; will conduct research and special projects as directed. Confers with citizens about city services. Conducts various group presentations both inside and outside of the community. Provides guidance to department and division heads regarding policy interpretations; assists in the planning, coordination and implementation of projects; participates in the development of the City’s work plan; seeks and researches various grant opportunities. Prepares drafts of speeches, presentations, resolutions, ordinances, contracts, and administrative policies. Develops informational material about municipal programs and services, and distributes this information to the media and others. Ability to analyze problems, identify alternative solutions, project consequences of proposed actions; and implement recommendations in support of goals.
Requirement-Education & ExperienceGraduation from an accredited college or university with a bachelor’s degree in public administration, political science or closely related field and a minimum of six years increasing responsibility in management with three years experience in a municipal government position equivalent to a Department Director, or a combination of related education and experience.
