The goals of the City's affordable housing projects are to develop, preserve and expand affordable housing in the community to assist very-low- and low-income families to obtain decent, safe, affordable and sanitary housing.
Affordable housing activities include owner-occupied housing rehabilitation assistance, rental rehabilitation assistance and purchase assistance to first-time home buyers.

ELIGIBILITY
To be eligible for assistance, applicants must meet HUD's low-income eligibility criteria and certain activity specific requirements. Families receiving rehabilitation, and first-time homebuyer purchase assistance must also agree to adhere to certain residency and affordability requirements.
Annual Household Income: The definition of annual household income is the gross amount of income of all adult household members that is anticipated to be received during the coming 12-month period.
Very-Low-Income Household: The definition of a very-low-income household means a household having an income equal to or less than the Section 8 very low-income limit, which is defined as 30% or less of the median family income adjusted for family size as established by HUD.
Low-Income Household: The definition of a low-income household means a household having a income equal to or less than the Section 8 low-income limit, which is defined as 50% or less of the median family income adjusted for family size as established by HUD.

FAIR HOUSING ACT
Fair Housing Act prohibits discrimination in housing because of:
1. Race or color
2. National Orgin
3. Religion
4. Sex
5. Familial status (including children under the age of 18 living with parents or legal custodians; pregnant women and people securing custody of children under 18)
6. Handicap (Disability)
What Housing is Covered?
The Fair Housing Act covers most housing. In some circumstances, the Act exempts owner-occupied buildings with no more than four units, single-family housing sold or rented without the use of a broker, and housing operated by organizations and private clubs that limit occupancy to members.
