MEETING CALLED TO ORDER BY MAYOR, CECIL E. POWELL AT 9:08 A.M.

BUSINESS ITEMS:

1.    Consider approving an ordinance pertaining to utilities amending Section 22-1-2-114, Division 22-1-2, Article 22-1, Chapter 22, Lawton City Code, 1995, adding a provision relating to Industrial Development Water Agreements, providing for severability, and declaring an emergency, as recommended by the Lawton Water Authority.  Exhibits:  Proposed ordinance amendment, Bar-S letter dated July 30, 2003, City Manager memo to Water Rate Committee dated August 1, 2003, City of Lawton letter dated August 22, 2003, Bar-S project overview updated September 4, 2003.

MOVED by Devine, SECOND by Bass, to approve Ordinance No. 03-47 and declare an emergency.

An Ordinance pertaining to utilities amending Section 22-1-2-114, Division 22-1-2, Article 22-1, Chapter 22, Lawton City Code, 1995, adding a provision relating to industrial development water agreements, providing for severability, and declaring an emergency.

VOTE ON MOTION:  AYE: Patton, Haywood, Warren, Bass, Hanna, Devine, Ewing-Holmstrom, Shanklin.  NAY: None.  MOTION CARRIED.

REPORTS:   

Haywood announced the moonwalk regarding Red Ribbon Week tonight at 7:00 p.m. with a lot of activities going on during that time.

Mitchell said he had the response to Shanklin’ s utility bill question voiced last week at the council meeting, and distributed the memo and reminded everyone that Warren, Patton, and Haywood were going to an OML Dinner in Altus on Thursday and would be leaving about 5:15 p.m.

Mayor announced the National League meeting December 10, 2003, and asked that the December 9, 2003, council meeting be moved to Monday, December 8, 2003, at 6:00 p.m.  

Ewing-Holmstrom requested a report from the councilmembers attending this meeting to inform other members who are not able to attend.
