SPECIAL CALLED MEETING
LAWTON CITY COUNCIL
MAY 7, 2001 - 9:00 A.M.

The meeting was called to order at 9:00 a.m. by Mayor Powell. Invocation was given by
Rev.
Sam Moyd, ZOE Christian Center, followed by the Pledge of Allegiance. Notice of meeting and
agenda were posted on the City Hall notice board as required by law.

COMMENTS - CURRENT ADMINISTRATION
Smith said he was leaving with mixed emotions and was disappointed in the election results
but
was also relieved in knowing that Randy Bass would be dealing with the upcoming issues. He
said it was a pleasure working with the current and past Council members. Smith thanked City
staff for their hard work. He said it had been a great three years and he appreciated the support he
had received.
Mayor Powell presented Smith with a plaque of appreciation and thanked him for his service.
DECLARE CURRENT ADMINISTRATION TO CEASE - MAYOR POWELL
Mayor Powell declared the current administration ceased.
ADMINISTRATION OF CONSTITUTIONAL AND STATUTORY OATHS OF OFFICE -
DISTRICT JUDGE ALLAN MCCALL
District Judge Allan McCall came forward and administered the oaths of office to Mayor
Cecil
E. Powell, Councilmember Ward One Randy Bass and Councilmember Ward Two James Hanna.
DECLARE NEW ADMINISTRATION TO BEGIN - MAYOR POWELL
Mayor Powell declared the new administration to begin and asked for roll call.

COMMENTS - NEW ADMINISTRATION
Bass thanked those in Ward One who voted for him and promised to do his best to help
the
residents of Ward One and the residents of Lawton. He said it will be a great challenge, it was
new to him and he was looking forward to serving. Bass said he would like for the Mayor and
Council to be able to work well with the Chamber of Commerce and those at the Courthouse to
make this a better city, and that would be his goal.
Mayor Powell thanked Judge McCall for performing the swearing in, thanked Pastor Moyd
for
the invocation, and thanked the staff, visitors and family members for attending. He said he had
enjoyed the last three years and that it had been challenging. Mayor Powell said he would
continue to do his best to make this a better place.
It was noted that the first meeting to consider the upcoming budget will be May 14 at
6 p.m.
Bass introduced his family members who were present.
There was no further business to consider and the meeting adjourned at 9:15 a.m. upon
motion,
second and roll call vote.
