LAWTON CITY COUNCIL SPECIAL MEETING
WAYNE GILLEY CITY HALL COUNCIL CHAMBER
SEPTEMBER 18, 2000 - 6:00 P.M.

The meeting was called to order at 6:04 p.m. by Mayor Powell. Notice of meeting and agenda were posted on the City Hall notice board as required by State Law.

ABSENT:    None.

BUSINESS ITEMS:
1.    Consider adopting an ordinance amending Chapter 22, Article 1, Division 2, relating to water fees and charges, by adding Section 119, providing for the sale of raw water from Lakes Lawtonka and Ellsworth under procedures to be established by the City Manager at a fee to be set forth in the fee schedule; and declaring an emergency. Exhibits: Ordinance No. 2000-31.

MOVED by Smith, SECOND by Hanna, to approve Ordinance 00-31, waive reading of the ordinance, read the title only, and declare an emergency.

Vincent said the ordinance title was correct and a section would be added in the body of the ordinance to properly declare an emergency.

VOTE ON MOTION: AYE: Moeller, Haywood, Baxter, Smith, Hanna, Devine, Purcell, Shanklin. NAY: None. MOTION CARRIED.

2.    Consider adopting a resolution amending Appendix A, Schedule of Fees and Charges, Lawton City Code, 1995, by adding a fee for the sale of raw water and providing for an emergency. Exhibits: Resolution No. 2000-94.

MOVED by Purcell, SECOND by Moeller, for approval of Resolution 00-94. AYE: Haywood, Baxter, Smith, Hanna, Devine, Purcell, Shanklin, Moeller. NAY: None. MOTION CARRIED.

A resolution amending Appendix A, Schedule of Fees and Charges, Lawton City Code, 1995, adding a fee for the sale of raw water for agriculture purposes only and providing an effective date.

COMMENTS/REPORTS.

Smith complimented the City employee picnic held yesterday. Mayor Powell agreed and said it was appreciated.

Baker said it was his fault that the items were not prepared properly to allow final action to be taken at the previous meeting and Water Authority and said they would do better in the future. Mayor Powell said he would take full responsibility.

Purcell said he, Haywood, Baker and some Parks & Recreation employees attended the Oklahoma Municipal League Conference in Tulsa and brought back some good information. He said a session on grant writing was particularly helpful.

There being no further business to consider the meeting adjourned at 6:08 p.m. upon motion, second and roll call vote.
