LAWTON CITY COUNCIL SPECIAL MEETING

OCTOBER 20, 1998 - 9:00 A.M.

The meeting was called to order by Mayor Powell at 9:00 a.m. in the City Hall Council Chamber. Notice of meeting and agenda were posted on the City Hall bulletin board as required by State law.

ROLL CALL

PRESENT:    *G. Wayne Smith, Ward One (entered at 9:02 a.m.)

        Richard Williams, Ward Two

        Jeff Sadler, Ward Three

        John Purcell, Ward Four

        Robert Shanklin, Ward Five

        *Stanley Haywood, Ward Seven (entered at 9:05 a.m.)

        Randy Warren, Ward Eight

ABSENT:    Charles Beller, Ward Six

BUSINESS ITEM: 1. Pursuant to Section 307B1, Title 25, Oklahoma Statutes, consider convening in executive session to consider the applicants for the position of City Manager, and in open session, take appropriate action on such appointment, to include action on an employment agreement, and/or any other action on the appointment of a City Manager. Exhibits: None.

Mayor Powell requested clarification with regard to whether Council preferred to remain in the Conference Room to reconvene or if it preferred to return to the Council Chambers. Vincent said it is permissible to remain in the Conference Room if the appropriate sign is posted and consensus was to post the sign and remain in the Conference Room for the executive session and the open, special session.

MOVED by Warren, SECOND by Smith, to convene in executive session as shown on the agenda. AYE: Warren, Smith, Williams, Sadler, Purcell, Shanklin. NAY: None. MOTION CARRIED.

The Mayor and Council convened in executive session at approximately 9:05 a.m. and reconvened in special, open session at approximately 10:40 a.m. with roll call reflecting all members present with the exception of Beller.

MOVED by Smith, SECOND by Warren, to recess until 11 a.m. AYE: Warren, Smith, Sadler, Purcell, Shanklin, Haywood. NAY: None. OUT: Williams. MOTION CARRIED.

The Mayor and Council reconvened in special, open session at 11 a.m. with roll call reflecting all members present except Beller.

MOVED by Smith, SECOND by Warren, to convene in executive session as shown on the agenda. AYE: Williams, Sadler, Purcell, Shanklin, Haywood, Warren, Smith. NAY: None. MOTION CARRIED.

The Mayor and Council convened in executive session at 11:01 a.m. and reconvened in special, open session at 1:05 p.m. with roll call reflecting all members present except Beller.

Vincent reported the Mayor and Council had met in executive session as shown on the agenda and that no action was needed at this time. He stated the Mayor will call a special meeting at an appropriate time with regard to the agenda item discussed in executive session.

There was no further business to consider and the meeting adjourned at 1:06 p.m.
