LAWTON CITY COUNCIL SPECIAL MEETING
AUGUST 4, 1997 - 4:00 P.M.

The meeting was called to order at 4:00 p.m. Notice of meeting and agenda were posted
on the
City Hall bulletin board as required by State law.

BUSINESS ITEMS:
1. Consider suspending Rule 5E of the Council Rules of Procedures,
and, if suspended,
consider adopting an ordinance annexing the Southeast Quarter of Section 28, T1N, R11W of
I.M., Comanche County, Oklahoma, (in the general vicinity of Tinney and Flower Mound
Roads), and a seventeen foot strip of land from the southeast corner of the City's landfill to the
southeast corner of the City's Wastewater Treatment Plant into the corporate limits of the City of
Lawton, Comanche County, Oklahoma. EXHIBITS: LOCATION MAP; LETTER FROM LYN
AND TARRI ALDRIDGE; LETTER FROM WACKENHUT CORRECTIONS; ORDINANCE

MOTION by Purcell, SECOND by Maples, to suspend Rule 5E of the Council Rules of
Procedures for the purpose of considering the annexation of the property in the vicinity of Flower
Mound and Tinney Roads. AYE: Purcell, Shanklin, Beller, Green, Warren, Maples, Williams,
Sadler. NAY: None. MOTION CARRIED.
Mayor Marley said the item is now to consider the annexation of the piece of land described.
He
said this is not a public hearing, there are certain items that will follow after this meeting that
are
public hearings; on August 12 the City Council will meet to amend the Public Facility (PF)
zoning with an emergency clause; on August 27 the Lawton Metropolitan Area Planning
Commission (LMAPC) will meet to permanently zone this area and on September 23 the Council
will consider permanently zoning this area, without an emergency clause. He said this meeting is
not a public hearing.
MOTION by Maples, SECOND by Warren, to adopt Ordinance No. 97-36, reading that
ordinance.

AN ORDINANCE PROVIDING FOR THE ANNEXATION OF THE NORTH SEVENTEEN
(17) FEET OF THE SOUTH FIFTY (50) FEET OF THE SOUTHWEST QUARTER (SW ) OF
SECTION 28, TOWNSHIP ONE NORTH (T1N), RANGE ELEVEN WEST (R11W), THE
NORTH SEVENTEEN (17) FEET OF THE SOUTH FIFTY (50) FEET OF SECTION 29,
TOWNSHIP ONE NORTH (T1N), RANGE ELEVEN WEST (R11W), THE NORTH
SEVENTEEN (17) FEET OF THE SOUTH FIFTY (50) FEET OF THE SOUTHEAST
QUARTER (SE ) OF SECTION 30, TOWNSHIP ONE NORTH (T1N), RANGE ELEVEN
WEST (R11W), AND THE SOUTHEAST QUARTER (SE ) OF SECTION 28, TOWNSHIP
ONE NORTH (T1N), RANGE ELEVEN WEST (R11W), INDIAN MERIDIAN (I.M.),
COMANCHE COUNTY, OKLAHOMA, INTO THE CORPORATE LIMITS OF THE CITY OF
LAWTON; TEMPORARILY CLASSIFYING SAID TRACTS OF LAND AS PF (PUBLIC
FACILITIES DISTRICT) ZONING CLASSIFICATION FOR A PERIOD NOT EXCEEDING
ONE (1) YEAR; AND PROVIDING FOR SEVERABILITY.
ROLL CALL ON MOTION: AYE: Shanklin, Beller, Green, Warren, Maples, Williams, Sadler,
Purcell. NAY: None. MOTION CARRIED.
MOTION by Green, SECOND by Maples, to adjourn. AYE: Beller, Green, warren, Maples,
Williams, Sadler, Purcell, Shanklin. MOTION CARRIED.
There was no further business and the meeting adjourned at 4:10 p.m.
