LAWTON CITY SPECIAL COUNCIL MEETING
JANUARY 14, 1997 - 6:00 P.M.

The meeting was called to order at 6:00 p.m. Notice of meeting and agenda were posted
on the
City Hall bulletin board as required by State law.

1. Res. 97-1 adopted declaring 914 SW Lee to be a nuisance; representative
of owner indicated
he would get permit and demo structure.
2. Res. 97-2 adopted declaring 908 SW Lee to be a nuisance; representative
of owner indicated
he would get permit and demo structure.
3. Public hearing on use of payment under Local Law Enforcement
Block Grant; item approved
as recommended.
4. Ord. 97-1 adopted relating to Board of Adjustment.
5. Res. 97-3 adopted relating to fee schedule for Board of Adjustment.
6. Ord. 97-2 adopted relating to appeal process for denial of
mobile home permits and mobile
home park licenses.
7. Presentation on Wolf Creek drainage - EXTREMELY LENGTHY AUDIENCE
PARTICIPATION - report was accepted, send letter to Corps of Engineers for input and delete
any reference to priorities in the plan. No action to be taken until response is received from the
Corps.
8. Ord. 97-3 adopted relating to telecommunication facilities
effective February 1, 1997.
9. Agreement with Bar S Food Company for municipal services TABLED
TO NEXT
MEETING.
10. Change Order/Supplemental Agreement No. 1 with ODOT on Cache
Road Beautification
Project approved.
11. Agreement with Geronimo regarding wastewater approved.
12. Ord. 97-4 adopted making it unlawful for those under 21 to
operate motor vehicle while
under the influence of alcohol or drugs, and declaring an emergency.
13. Ord. 97-5 adopted prohibiting sale of aerosol spray paints
to minors.
14. Res. 97-4 adopted authorizing traffic control at 1100 block
of NW Laird.
15. Res. 97-5 adopted authorizing traffic control at NW 10th
& Euclid.
16. Ord. 97-6 adopted allowing propane gas to be purchased by
spot bid and declaring an
emergency.
17. Acceptance of annual audit report.
CONSENT AGENDA:

approved: Jack and
Fannie Elmore - $130; Milta Roland - Motion was for approval of a resolution, after meeting the
claim was reduced to $399 and no resolution was processed.

21. (considered separately) Res. 97-11 traffic control: "No
Parking" signs along east side of
200 block of NW 40th St.; Install striping delineation along Gore Boulevard between NW 67th
and NW 70th Street; allow ODOT to in to increase speed limit to 50 mph and install appropriate
signage along Rogers Lane US-62 at a point 0.18 miles east of NW 52nd Street and extending
easterly 3.57 miles to a point located 0.25 miles west of the center line of I-44.
22. (considered separately) Traffic controls - DENIED: Installation
of "stop signs" at
intersection of SW 16th and Georgia; "yield signs" at intersection of SE Walnut Creek Road
and
Drexel Drive. APPROVED: "yield signs" on 8th Street at "H" and "children
at play" signs at SW
8th and "H" Avenue.
23. (considered separately) Amendment to agreement with IUPA
regarding canine officers
(Police agreement items should be on regular agenda in the future).
24. Agreement with Town of Temple for refuse disposal.
25. Outside fire contract with Donald Harmening.

27. Accept Emergency Storm Drainage Repair Project.
28. Accept sewer main in Block 17, Original Townsite, and easement
from First Baptist
Church.
29. Accept sewer main extension at 6920 SW Lee Blvd.

EXECUTIVE SESSIONS:
49. State ODOT and City v. Horton, et al - No action.
50. City v. Cher A. Bumps & Associates - Agreement approved.
51. Employment of Municipal Judge Ken Harris - No action; employment
contract to be
brought back to next meeting.
REPORTS: Schumpert said OML awards will be presented to employees at the next meeting.
green announced the list of events in honor of Dr. Martin Luther King. Schumpert reported on
water main breaks and when repairs are expected. Purcell said the RFP on the concession leases
at the lakes needs to be returned for Council approval.
