LAWTON CITY COUNCIL REGULAR MEETING
SEPTEMBER 24, 1996 - 6:00 P.M.

The meeting was called to order at 6:00 p.m. by John T. Marley. Notice of meeting and
agenda
were posted on the City Hall bulletin board as required by law.

AUDIENCE PARTICIPATION: Charles Ellington, 2007 NW Lindy, Apt. 27, requested
information regarding rates charged by Cablevision for production of programs on public access
channel.
UNFINISHED BUSINESS:
1. Itinerant vendors ordinance table 90 days.
BUSINESS ITEMS:
2. Public hearing on HOME Annual Performance Report held; report
to be submitted to HUD.
Future items should be brought at least one meeting prior to submission deadlines.
3. Public hearing on grantee Performance Report held; report
to be submitted to HUD.
4. Public hearing on youth employment program held; the only
program change approved was
to delete "weeds and grass."
5. Minority Business Opportunity Center grant tabled two weeks.
6. Damage claims denied: Ulysses Adams, Jr.; Bruce Johnson, by
and through his attorney,
Githen Rhoads; George Jones, Jr.; Kenneth Watkins - pulled.
7. East Flower Mound Road discussed; staff to bring back recommendations
as to what should
be done and the funding needed at 2nd meeting in October.
8. Recertification application for Community Rating System (CRS)
of National Flood
Insurance Program approved.
9. Additional matching funds for Cache Road Beautification from
Fund 35 - $13,715.63 to be
reimbursed by merchants by January 1.
10. Construction contract for WWTP Belt Filter Press Rehabilitation
awarded to: Ashbrook
Construction, base & Alternate 1 & 2, $145,868.
11. Plans approved, construction contract awarded to Bruton for
Emergency Storm Drainage
Repairs emphasizing that time is of the essence.
12. Renewed lease agreement with Marie Detty Youth & Family
Services for space at Multi-Purpose Center.
ADDENDUM:
Resolution No. 96-91 approved supporting school system bond issue election.
CONSENT AGENDA:
13. Damage claims approved: Luther F. and Ann Shealy through
agent Mayhue McKee Realty
- $395; and Philip Bradley - $72
14. Contract with William George for inspection services for
WWTP Expansion Project.
15. Pay Plan modifications: Resolution No. 96-92. Request was
that such modifications be
brought in only with the budget unless there was an emergency.
16. Contract with Snyders for outside fire protection.
17. Grants from McMahon Foundation accepted for painting Town
Hall and McMahon
Auditorium.
18. Fire Stations 3, 4 and Training Center Reroofing accepted
w/bond.
19. Acknowledged receipt of permits from ODEQ for Bly's Pointe
Part 3.
20. Acknowledged receipt of Report of Commissioners on City vs.
Sierra Center Development
and approve claim of District Court Clerk.
21. Construction contract awarded for SE "F" Ave. to
T & G Const.; remaining funds would be
used for Douglas Ave. construction; amount of liquidated damages was asked to be verified.

EXECUTIVE SESSION:
36. Appraisal or acquisition of property at SW 6th and Texas:
no action.
37. Damage claim of Dennis and Linda Foster - item pulled from
agenda.
REPORTS:
City Manager: ODEQ inspected the WWTP and had a positive report with minor corrections
needed. FAA inspected the Airport and had a good report on fire protection, recommending
record keeping improvements on staff training. OML will be in Tulsa next week.
Green complimented staff on the new agenda folder format. Dutcher said the Bar S company
president was very positive about the City. Mayor Marley said he had asked the Chamber to put
out more detailed information about the taxes going to the Cache School District. Maples said
Lawton has a higher crime rate now than in the past five years. Williams invited everyone to PSO
cookout to benefit United Way. Beller asked about abatement of railroad right of way by the
creamery and Railroad Street. STAFF TO CHECK INTO PROBLEMS.
Mayor Marley said Octoberr 10 at 10:30 a.m. the School Board would like to meet jointly
with
the Council concerning mass transit. Place of meeting will be announced.
Williams asked about the City's response to Nick Richards' letter regarding East Gore
Boulevard
and Schumpert said he hoped to have a response ready in a week.
