LAWTON CITY COUNCIL SPECIAL MEETING
AUGUST 6, 1996 - 5:00 P.M.

The meeting was called to order at 5:00 p.m. by John T. Marley. Notice of meeting and agenda were posted on the City Hall bulletin board as required by law.

BUSINESS ITEMS:

1.    Receive Briefing on Current Police Operations.

Police Chief Bill Adamson introduced Lt. David Livingston, Service Division; Maj. Douglas, Criminal Investigation Division; Maj. Martin, Uniform Division; Detective Schucker and Lt. Whitis of Special operations.

Lt. Whitis and Detective Schucker provided a briefing regarding narcotics and vice investigations, to include legal parameters within which the Police Department must operate. The Mayor, Council, City Manager and Police discussed problems and possible solutions on police matters. Anyone wishing to assist may contact Lt. Whitis at 581-3211. Obtaining drug dogs was discussed; Crimestoppers will provide drug dogs through an agreement with the City that is being developed, as well as an MOU between the City and the Union regarding drug dog handlers.

Adamson discussed the process by which a citizen may file a complaint against an officer and how the complaints are handled. Complaints regarding officer conduct in public places while off duty were discussed, as well as department morale. Methods to encourage citizen involvement were discussed.

Meeting officially adjourned at 6:15 p.m. Following adjournment, some members and staff toured the Police Station.
