LAWTON CITY COUNCIL REGULAR MEETING
JUNE 25, 1996 - 6:00 P.M.

The meeting was called to order at 6:15 p.m. by Mayor Marley. Notice of meeting and agenda were posted on the City Hall bulletin board as required by law.

AUDIENCE PARTICIPATION: Presentation of Ronald McDonald House award to Fire Department. Nancy Norman expressed problems with pigeons and ground feeing of birds at the High Rise. Mark McCord spoke regarding hotel/motel tax funds. Cher Bumps asked to speak regarding items on the agenda.

BUSINESS ITEMS:
1.    Res. declaring 2404 SW Wolf to be dilapidated - Tabled to the next meeting (July 9) to determine lot size requirements, lot size, and staff to provide a list of work required.
2.    Damage claim denied: Martin & Jo Jones.
3.    Amendment No. 2 to agreement between City & Institute of Great Plains for continued operation of the Museum.
4.    Chamber of Commerce FY 1996-97 budget for hotel/motel tax Tabled to next meeting; Chamber to resubmit deleting $48,000 for consultant; concern expressed that funds were not included for the Museum; Staff to check with State to see if Lawton is getting paid correct amounts and begin to audit hotel records.
5.    Change Order No. 1 approved assessing liquidated damage, accepted NE Flower Mound Road Project, Wrattan North Bridge, and accept project with bonds form Amis Construction.
6.    Res. amending Schedule of Fees not considered due to Water Authority denial of item.
7.    Approved waiver of application procedure of Council Policy No. 30 and authorise CDBG Program funding assistance to Youth Force - Lawton volunteer housing project.
8.    Presentation on Brander's Club Court decision given by City Attorney.
9.    Amendment to contract with Paul N. Britten allowing a second mortgage to be attached to his property approved.
10.    Memorandum of Agreement with Baylor University to provide interns for Parks & Recreation approved.
11.    City Manager authorized to change rates for employee health and dental plans.

ADDENDUM: Insurance company to make repairs/replacement regarding damage directly with companies doing the work arranged by the insurance company.

CONSENT AGENDA:
12.    Damage claims approved: John and Kathi Dunaway - Res. 96-58 - $10,522; Daryl and Sherry Jaschen - $202.50.
13.    Res. 96-59 workers' comp. of Robert Drbousek - Res. 96-59 - $15,477.50.
14.    Easements granted to County for two bridges.
15.    ODEQ Permit for sewer line for Free Gospel Church, 27th & "J".
16.    Amendment to legal services agreement with Holloway, Dobson, Hudson & Bachman.
17.    Contract with Comanche County for civil defense.
18.    Res. 96-60 approving agreement with Mobile Meals.
19.    Agreement for health/dental and workers' compensation claims administration; Item considered separately. Bumps spoke regarding 50 day written notice to renew, etc. Contract awarded to Mega Life.

BID ITEMS:
20.    Work clothing: Sportswear & More.
21.    Sodding & grassing: Item tabled to next meeting.
22.    Root killer: Duke's Sales & Service Inc.
23.    Base repeater radio: Lawton Communications.
24.    Lake patrol vessel: Stillwater

25.    Dog & cat food: extend contract with Mt. Scott Seed & Feed.
26.    Typewriter repair: extend contract with Perkins.

27.    Payroll approved.

EXECUTIVE SESSION:

28.    Cher A. Bumps & Assoc. - no action.
29.    Cofer v. City - no action.
30.    Caballero claims - no action.
31.    Police Union, IUPA Local 24, negotiations - contract approved subject to ratification by Union.
32.    Wightman v. City - rejected settlement offer.

ADDENDUM: Appeal decision regarding White case.

REPORTS: Williams asked about the co-composting project and staff will bring a preliminary recommendation to Council. Schumpert tp review item where employees can buy back into the pension system August 1 - 31.
