LAWTON CITY COUNCIL SPECIAL MEETING
FEBRUARY 22, 1996 - 5:30 P.M.
COUNCIL CHAMBER - WAYNE GILLEY CITY HALL

The meeting was called to order at 5:30 p.m. by Mayor Marley. Notice of meeting and agenda were posted on the City Hall bulletin board as required by law.

AUDIENCE PARTICIPATION: ANYONE HAVING AN ITEM FOR THE COUNCIL TO CONSIDER RELATING TO THE MUNICIPAL COURT OR PARKS AND RECREATION DEPARTMENT: Mary Hamm; Donna Mata.

BUSINESS ITEMS:

1.    Pursuant to Section 307B4, Title 25, Oklahoma State Statutes, Consider convening in executive session to discuss the City Council's pending investigation into the Department of Municipal Court, and, if appropriate, take action in open session.

The Mayor and Council convened in executive session at 5:45 p.m. and reconvened in open session at 6:15 p.m. with all members present upon roll call except Zarle.

Cruz reported the Mayor and Council met in executive session to discuss item one on the agenda, matters relating to the Municipal Court, and no action is needed in open session on this matter at all.

2.    Continue investigation into the policies and procedures of the Municipal Court, and affirm, modify or establish policies and procedures for the Municipal Court for implementation by the City Manager.

City Council directed the City Manager to rescind the letter that he issued to the Municipal Judge on February 5.

Branscum and Mitchell left the meeting.

3.    Conduct an investigation into the policies and procedures of the Parks and Recreation Department, and affirm, modify or establish policies and procedures for the Parks and Recreation Department for implementation by the City Manager.

Dick Huck, Parks & Recreation Director provided an overview of the department and responded to questions from the Council Members.

4.    Determine any future meeting dates or subjects of discussion.

Mayor Marley said there would not be a meeting this coming Monday but one was planned for February 26 regarding the Public Works Department. He asked if there was a desire to schedule a department for March 4.

Council approved a motion that if there are no questions for a department that they call it an information session, if there are direct questions from two members for a particular purpose, then they call it an investigation session.

Mayor Marley said Public Works would be discussed Thursday. Council asked that Building Development be discussed the following Monday. Schumpert said he would notify the departments and that budget workshops would begin after May 1.
