LAWTON CITY COUNCIL SPECIAL MEETING
FEBRUARY 12, 1996 - 5:30 P.M.
COUNCIL CHAMBER - WAYNE GILLEY CITY HALL

        Felix Cruz, City Attorney
        Brenda Smith, City Clerk

The meeting was called to order at 5:30 p.m. by Mayor Marley. Notice of meeting and agenda were posted on the City Hall bulletin board as required by law.

ROLL CALL
Present:    Jody Maples, Ward One
        Babe Whatley, Ward Two
        Joe Dutcher, Ward Three
        John Purcell, Ward Four
        Robert Shanklin, Ward Five
        Richard Zarle, Ward Six
        Carol Green, Ward Seven
        Robert Mitchell, Ward Eight
        Jim Branscum, At-Large No. 1
        Glen Alford, At-Large No. 2

Absent:    None

Mitchell left the meeting after providing a statement. Mayor Marley asked Alford to assume the Chair as Pro Tem and left the meeting. Zarle left the meeting shortly thereafter.

AUDIENCE PARTICIPATION: ANYONE HAVING AN ITEM FOR THE COUNCIL TO CONSIDER RELATING TO THE PERSONNEL DEPARTMENT: James Stewart - spoke regarding the Building Development Department.

Branscum left the meeting after a brief statement.

BUSINESS ITEMS:

1.    Conduct an investigation into the policies and procedures of the Personnel Department, and reaffirm, modify or establish policies and procedures for the Personnel Department for implementation by the City Manager.

Robert Bridwell, Director of the Personnel Department, provided information related to questions provided to him prior to the meeting and responded to questions from the Council members.

2.    The next meeting date was set for February 19, at 5:30 p.m. at which time the Police and Municipal Court will be discussed. Parks and Recreation will be discussed on Thursday, February 22 at 5:30 p.m.
