The meeting was called to order at 3:00 p.m. by John T. Marley. Notice of meeting and agenda were posted on the City Hall bulletin board as required by law.

1.    Discussed Council's monitoring of the functions of offices, departments or agencies of city government: Motion requested City Attorney to prepare a council policy concerning preparation of lengthy reports that the City Council would first approve before the Manager is directed to do the extra work; another meeting scheduled for November 25, at 3:00 p.m.
