LAWTON CITY COUNCIL SPECIAL MEETING
JUNE 26, 1995 - 5:30 P.M.

The meeting was called to order at 5:30 p.m. by Mayor Marley.
Notice of meeting and agenda were posted on the City Hall
bulletin board as required by law.

Absent: None
BUSINESS ITEM:
1. Discuss eligible Community Development Block Grant Projects
for Fiscal Year 1995-96 and if appropriate approve changes to
current listing of selected projects.
Schumpert reviewed background information from the agenda item
commentary.
Motion by Mitchell: Take $10,000 from Neighborhood Planning and
put it in Contingency; we're going to do CD Administration at
$151,778; Housing Rehabilitation $293,109; Emergency Home Repair
$50,000; Housing Improvement Program $7,500; MedTrans $66,662;
Contingency, which had previously been reduced to $25,000 you
will take the $10,000 from Neighborhood Planning and put that
with it making it $35,000; Northside Chamber of Commerce, a
deal's a deal, $50,000; Owens Multi Purpose Center $6,250;
Patterson Center $6,250; Wonderland Park $750; Toby Morris Park
$500; Neighborhood Planning is zeroed out, you remember what we
did with it; Mocine Park $1,000; squaw Creek $250,000; Dunbar
Neighborhood Center, now this is where we had reduced it to
$25,00 and that left $25,000 in the kitty, take that remaining
$25,000 that was in there and put it back up in Contingency to be
drawn against if the Council is satisfied with the master plan
and fiscal impact study - Contingency would be $60,000; Waldman
Park $500; Southside park $400; Council Heights Park $1,000;
Union Park $400; Patterson Park $400; Olsen Park $400.
Mitchell said the motion was only to identify the funds and not
to include projects at this time. Alford said he would second the
motion to identify the funds.
A Substitute motion was made by Branscum which failed.
Vote on Motion by Mitchell: AYE: Dutcher, Shanklin, Mitchell,
Purcell, Alford, Maples. NAY: Branscum, Zarle, Green, Whatley.
MOTION CARRIED.
Mayor Marley said there was $269,101 available.
Substitute Motion by Mitchell, Second by Branscum: To do sewer
line improvement #1 (12th Street), do sewer line improvement #2
(25th Street), do the "D" Avenue resurfacing, and Wisconsin water
line. AYE: Branscum, Shanklin, Green, Mitchell, Purcell, Alford.
NAY: Zarle, Maples, Whatley, Dutcher. Substitute Motion Carried.
Main Motion by Maples was not considered due to the approval of
the substitute motion.
