LAWTON CITY COUNCIL REGULAR MEETING

The meeting was called to order at 6:15 p.m. by Mayor Pro Tem Branscum. Notice of meeting and agenda were posted on the City Hall bulletin board as required by law.

1.    Damage claim denied - Avery Beaty.
2.    Transfer of funds within Fire Dept. budget for conducting structural analysis of Fire Station #2 approved.
3.    Donation of Reserve Pumper #32 to Central High School approved for $1.00.
4.    Ord. 95-19 on personnel policies re: education incentive and holidays, leave bank transfer.

5.    Damage claims approved: Donald B. and Linda C. Zamora $383.98; Matthew Batiste - $241.11; Ronald W. and Helen J. Ramming - $287; Bruce R. and Lorelle A. Dwyer - Res. 95-45 - $506.65; Cache Road Baptist Church - Res. 95-46 - $1,297.56.
6.    Rescind contract with Geronimo for outside water sales; approve revised Memorandum of Understanding - ratified Water Authority Action to rescind the contract and approve the Memorandum of Understanding as amended.
7.    Res. No. 95-47 amending pay plan re: engineering associate.
8.    RSVP grant application approved.
9.    Acknowledged receipt of election returns.
10.    Approved off-site improvements plan for 6" water line at 215 SE 8th Street.
11.    Replat Lot 6, Block 13, MacArthur Park, Part 5A and record plat, maintenance bond, escrow agreement approved.
12.    Record plat for Rolling Hills Part 3C, accepted easements, maintenance bond and escrow agreement - Approved subject to Easements; check for grade, elevation and drainage.
13.    Accepted NW Bell Avenue Sewer Main project with bond.
14.    Accepted warranty deed and permanent easement for "J" Avenue project from William Carrion and authorized payment.

15.    Accepted donation of easement from Mr. & Mrs. Doersam for street light in Terrace Hills.
16.    Res. No. 95-48 to acquire right of way for NW 41st Street Sewer Line Project; approved plans and awarded construction contract to Krapff-Reynolds.
17.    Approved plans, authorized acquisition of easements, and authorized solicitation of bids for "I" Avenue sewer line.
18.    Acknowledged receipt of ODEQ permits for MacArthur Park Addition, Part 5A.
19.    Acknowledged receipt of ODEQ permits for Crown Pointe Addn.
20.    Amended community service agreement with Housing Authority.

28.    Mayor's Appointments: Parks & Recreation - Cathy Singleton; Public Library Board - James Burpo; Drainage Control Committee - Jere Barnthouse, Russ Finch, Frank Hawthorne, John Jones, Nick Richards, Mike Wilkerson and Non-Voting members: Guy Rogers, Chairperson (can vote to break a tie), Richard Zarle, Kenny Newville, Fort Sill member to be announced (non-voting).
29.    Payroll approved.

ADDENDUM:

1.    Res. 95-49 approved for damage claim of Sterling Richardson - $4,632.50.

1.    Heard Police Union presentation; did not approve contract.

BUSINESS ITEMS:

30.    Arbitrator's award in FMCS 95-03202 - City Attorney granted authority to appeal a portion of arbitrator's decision.
31.    Abelardo Hernandez, Jr. damage claim - no action.
32.    City v. Crescent Construction - City to bid at Sheriff's sale and redeem tax certificates.

ADDENDUM:

1.    Employment of Schumpert as City Manager reviewed in executive session; vote to remove Schumpert failed by 5-5 vote.

REPORTS: Barfield wished the Council well in the future.
