MINUTES
LAWTON CITY COUNCIL REGULAR MEETING
MARCH 14, 1995 - 6:00 P.M.

The meeting was called to order at 6:20 p.m. by Mayor Marley.
Notice of meeting and agenda were posted on the City Hall
bulletin board as required by law.

Absent: None.
AUDIENCE PARTICIPATION: Russ Finch - recommended the Council take
action on the proposed drainage ordinance; Pat Archambault
criticized the Flood Hazard Appeal Board members concerning a
meeting held March 8, 1995, on a request for construction; Sheila
Peddigo submitted a petition requesting Council act on the
proposed drainage ordinance; Nick Richards spoke against the
proposed drainage ordinance; Burle Boyce criticized Lawton's
builders and the citizens who petitioned for the removal of the
City Manager; Frank Richards recommended the problems with the
drainage in the Meadowbrook area be corrected rather than a plan
(proposed drainage ordinance) for all of Lawton in the future.
BUSINESS ITEMS:
1. Rezoning 124 NE Rogers Lane to C-5 denied.
2. Res. No. 95-27 determined 308 NW Bell Avenue to be a
dilapidated structure .
3. 310 & 310 NW Bell Avenue as a dilapidated structure Res.
No. 95-28.
4. Held public hearing for 2020 Land Use Plan and approved
Res. No. 95-29.
5. Section 19 of the Council's Rules of Procedures to
reconsider claim of Ms. Dora Brown not suspended.
6. Amended Section 7-2453 G, Chapter 7, prohibiting taxicab
drivers from soliciting business Ord. No. 95-15.
7. Authorized staff to prepare plans and specifications for
the NW 41st St. Sewer Line Project, acquire the necessary temp.
easements and to utilize 1990 CIP funding.
8. Accepted the proposal from Mitchell & Todd Wyatt to donate
the Wyatt Acres Sales Office & property for a Branch Library.
9. Adopted Res. No. 95-30, supporting ASCOG application for an
EDA grant to prepare a County Tourism Development Plan for
Comanche County.
14. Approved the construction plat for Crown Pointe Sub.
approved with a 5-foot drainage.
ADDENDUM ITEM:
1. Res. No. 95-31 traffic control devices.
CONSENT ITEMS:
10. Damage claims approved: Peggy Brown - $350; and Ronald K.
and Chun Hwa Shellhorn - $300.
11. Tabled request to establish a Boat/Personal Watercraft
Rental Concession on Lake Lawtonka and recommended the Lakes and
Land Commission hold a public hearing.
12. Approved sale of treated water to Town of Geronimo.
13. Acknowledge receipt of permits for the construction of
water lines from OK. DEQ to serve Bishop Elementary School.
15. Accepted 25-foot public utility easement to serve
Brentwood Addition and proposed retirement center and to execute
easement.
16. Approved the record plat for Eisenhower Village, Part 9,
and accepted improvements, easements outside the platted area and
a maintenance bond.
17. Acknowledged receipt of Minor Modification Landfill
Permit.
BID ITEMS:
18. 80" mower - Construction Agricultural Supply Co.
19. Video imaging system - Compu-Color, Inc.
20. Heavy duty tiller - Construction Agricultural Supply Co.
21. Screw Conveyor for 32 grit chamber - Kay Electric.
22. Rejected bid for baseball club bus & authorized staff to
rebid vehicle.
23. Appointments: Lakes & Land Commission - Phil Easton; Human
Rights & Relations Commission - Calva Crawford.
24. Payroll approved.
EXECUTIVE SESSION ITEMS:
25. IAFF negotiations, amendment approved.
26. Lawsuit Jasper v. Logue, no action taken.
27. Lawsuit Palmer & City v. Calloway, appointed Zarle to
represent the City.
28. Employment of Gil Schumpert and pending action filed by
ten resident taxpayers tabled to March 18, 1995, meeting.
REPORTS: Leon said Ft. Sill is giving Lawton a tree to be
dedicated to the veterans of Lawton to be planted at Elmer Thomas
Park with the ceremony to be held on March 30.
Mitchell said he attended a meeting on economic development to
get industry and business for Lawton and there was discussion on
the negative attitude of some of the citizen's of Lawton being
detrimental to those businesses moving here and asked the
citizen's to examine the way they speak about Lawton.
Mitchell said the League of Women Voter's is having a "Meet the
Candidate" function Thursday at the Vo Tech School at 7:00 p.m.
and invited the citizens to attend.
