The meeting was called to order at 6:00 p.m. by Mayor Marley. Notice of meeting and agenda were posted on the City Hall bulletin board as required by law.

Mayor Marley said the flag and plaque had been received in honor of Lawton becoming a Certified City and thanked the volunteers who worked on the project.

BUSINESS ITEMS:

1.    Ord. closing utility easement in Westwood Addition failed.
2.    Ord. levying and assessing 1/4% sales tax failed.
3.    Ord. 95-65 levying and assessing 7.5% excise tax on hotel room occupancy passed - Election Date of March 12, 1996.
4.    Res. setting dates for 1996 election Tabled to January 9, 1996.
5.    Res. 94-137 amending fee schedule changing pro rata allocation of pumping costs from billing unit to consumption striking exemption for seasonal accounts.

ADDENDUM: Accepted donation of property at 93 NW 24th Street.

CONSENT AGENDA:

6.    Agreement with GPAVT re: Swede Survival Flashover System.
7.    Accepted off-site water line at SW 27th and Lee with maintenance bond.
8.    Approved record plat for Wyatt Acres, Part 10, accepted improvements, easements outside platted area and maintenance bonds.

CONSTRUCTION CONTRACTS:

9.    SE "F" Ave. Reconstruction Project: GBM Construction Corp. for $215,005.00.
10.    Fire Station #3, #4 & Fire Training Center Roof Project: Aduddel Roofing & Sheet Metal - $70,200.00 (base bid plus alternate bid).
11.    NW 43rd Street and NW Santa Fe Drainage: T & G Construction for $194,539.00.
12.    Highland Cemetery Road Overlay Phase II: T & G Construction for $16,894.40.
13.    Acknowledged completion of South Shoreline Road at Lake Lawtonka by ODOT.
14.    Accepting State Aid for Libraries grant of $42,102 and approving contract with Oklahoma Department of Libraries.

BID AWARDS:

15.    Bat-wing mower and 40 HP diesel tractor - Lawton Tractor.
16.    Refuse collection trucks - Bid Award tabled to January 9, 1996.
17.    Police uniform accessories: Don Hume Leather goods; Law Enforcement Equipment; Streicher's.
18.    CI pipe fittings and accessories: Oklahoma contractors Supply Direct Group.
20.    Change order for oils, grease and lubricants with Simons Petroleum.
21.    Computers and printers: Dyna Micro; JDR Micro Devices; Comark Government & Educational Sales; Diamond Head Distributors approved but considered separately.

22.    Appointments: Airport Authority - Ken Kleypas, Mike Mayhall; Traffic Commission - Bob Ross, Alan Jolly; CIP Committee - Mildred Rice; Environmental Concerns Committee - Scottie Aplin.

23. Payroll approved.

BUSINESS ITEM:

24.    Executive session regarding purchase of real property in East Lawton - approved Memorandum of Understanding with School System regarding land conveyance. (Elmer Thomas Park property by Lawton High and property located next to MacArthur High School for East Side Park).
