LAWTON CITY COUNCIL REGULAR MEETING
OCTOBER 24, 1995 - 6:00 P.M.

The meeting was called to order at 6:00 p.m. by Mayor Marley. Notice of meeting and agenda were posted on the City Hall bulletin board as required by law.

PRESENTATION OF EMPLOYEE OF THE MONTH AWARD FOR SEPTEMBER TO LORI ORTIZ, PARKS & RECREATION DEPARTMENT

AUDIENCE PARTICIPATION: Carl Gibson presented bicycles to the Police Department for patrol use. Mitchell read a resolution from the Airport Authority commending the Fire Department.

BUSINESS ITEMS:
1.    Ord. 95-51 amending Land Use Plan and rezoning 2002 NW Fort Sill Blvd. from R-4 to C-1 approved.
2.    Ord. 95-52 amending Chapters 7 and 18 regarding child day care centers approved.
3.    Res. supporting modification of state preemption on local tobacco related ordinances failed.
4.    Contract amendment with Seabolts for second mortgage approved - City will not sign documents until Seabolts have signed.
5.    Contract amendment with Coffins approved to allow second lien - City to retain first position - City will not sign documents until Coffins have signed.
6.    Late delivery penalty re: garbage trucks to be enforced.
7.    Ord. 95-53 amending Chapter 21 for checklist for construction and record plats approved.
8.    Ord. 95-54 amending Chapter 15 prohibiting dumping in all drainage ways, ditches or creeks approved.
9.    Council Policy No. 1-1 adopted on employee travel approved - insert "Receipts are required for all items being reimbursed except meals".

CONSENT AGENDA:

10.    Damage claims approved - Michelle and Kenneth Gann - Res. 95-121 - $1,904.70; Frederick and Patricia Milton - $45; Leslie and Anna Rowland - $40; and Darlene and Brad McIntosh - $35.
11.    "Notice of Acceptance" officially acknowledged from Governor regarding jurisdiction of Rogers Lane.
12.    Res. 95-120 closing streets for 1996 Arts For All Festival.
13.    Accepted water main and fire hydrant and maintenance bond for service to Bishop School.
14.    Accepted improvements and maintenance bond for improvements in Park Ridge, Part 5.
15.    Approved plans for sewer extension on NE Larrance and in alley of Block 10, Vernon Addition.
16.    Approved plans for sewer main to serve 6302 SW Lee Blvd.
17.    Construction contract for "I" Avenue sewer to Amis construction.
18.    Construction contract for SW "D" Avenue Overlay to T & G Construction.
19.    Construction contract for Rogers Lane Waterline Relocation to Dobbs-Washita Construction.
20.    Construction contract for SW 12th Street Waterline to S.M. Burk Mechanical.

29.    Mayor's appointments: Committee for Naming Public Facilities - Michael Christensen; Lawton Housing Authority - Wayne Krug; Commission on the Status of Women - Roma Chenoweth, Wynona Alberty; Parks & Recreation Commission - Dennis Mullins.
30.    Payroll approved.

BUSINESS ITEMS - EXECUTIVE SESSION:

31.    Claim of Paver's Inc. - no action in open session.
32.    Lawsuit of Jasper v. Logue - permission granted to file for attorney fees and costs.
33.    Lawsuit of Liming, et al v. City - City not to appeal decision of District Court.
34.    Evaluation of employment of City Manager - no action in open session.

REPORTS: Branscum expressed appreciation for the porch cover. Shanklin said drainage work at 38th and Lee was an improvement and encouraged that work be done further north. Mayor Marley said the United Social Action, Inc. has obtained the Dunbar School building and a Let's Make a Difference Day will be held October 28th at 10 a.m.
