LAWTON CITY COUNCIL REGULAR MEETING
SEPTEMBER 13, 1994 - 6:00 P.M.

The meeting was called to order at 6:00 p.m. by Mayor Marley. Notice of meeting and
agenda
were posted on the City Hall bulletin board as required by law.

AUDIENCE PARTICIPATION: ODOT representatives gave briefing on Cache Road
reconstruction; trading Cache Road for Rogers Lane as far as state highway designation.
OLD BUSINESS:
1. Ordinance allowing obstruction in public ways or easements
failed.
2. Revocable permit for Fred Fitch, 3221 NE Shelter Creek Drive
was not considered.
3. Setting date to hold public hearing to close easement at 3221
NE Shelter Creek Drive -
October 25 Date was set; notice required.
BUSINESS ITEMS:
4. Damage claims denied: Donald Brown; Hodd Whicker; Gerald Dildine.
5. Resolution exempting unoccupied units and seasonal accounts
from utility pumping
surcharge failed.
6. Discussion of installation of mail boxes by U.S. Postal Service
- Mayor and City Manager to
contact post office.
7. Record Plat, Regal Estates Part IVA approved without park
land dedication or money in lieu.
8. Res. 94-80 authorizing agreement with ODOT for Rogers Lane
IV right of way approved -
questions asked about how much this is expected to cost from 1990 CIP.
9. Underwriter for City property insurance - Hartford Company
through Beaty, Towe & Hester
approved.
10. Res. No. 94-80 approved rescheduling second council meeting
in December from
December 27 to December 20.
ADDENDUM: Approved water tap for Augustine Garcia; no more taps to be allowed in
Primrose/Sooner Estates until plan is submitted.

- sewer backup - 2741 "G"
Avenue (sewer backed up on 6/3/94, 11/18/92 and 4/21/91).
12. Res. 94-82 approving workers' comp for David Livingston.

14. Denying traffic controls - 2-way stop sign at 17th and Smith
approved; signs to stop traffic

REPORTS: Schumpert reported on attending a transportation conference regarding proposed
north/south route through Western Oklahoma. Kennedy suggested more employees and Council
become involved in the employee picnic. Shelton encouraged everyone to vote next Tuesday.
