LAWTON CITY COUNCIL REGULAR MEETING
AUGUST 9, 1994 - 6:00 P.M.

The meeting was called to order at 6:00 p.m. by Mayor Marley. Notice of meeting and agenda were posted on the City Hall bulletin board as required by law.

AUDIENCE PARTICIPATION: Bob Shanklin spoke re: wastewater treatment plant.
Mike Underwood spoke re: problems with parking at Mike's Sports Grill and lack of staff assistance. Ordinance amendment to be considered by LMAPC and Council as soon as possible.

OLD BUSINESS:

1.    Damage claim, Irene Hankins - Res. No. 94-68.
2.    Damage claim, Lula Priester denied. Report to be provided on solution to the sewer backup problems.

BUSINESS ITEMS:

3.    Res. No. 94-69 - condemnation of 807 SW Park - expedite demolition.
4.    Res. No. 94-70 adopting cultural plan.
5.    Res. No. 94-71 rescinding Res. No. 92-45 re: ODOT improvement of SW "F" Ave.
6.    Cablevision one year operating permit approved.
7.    Setting date re: closing easement at 3221 NE Shelter Creek Drive tabled. Attorneys may have a better solution.
8.    Development of bid specs for gas card entry system for repair of north entry gate to city yard, Council Contingency denied; staff to secure gate.
9.    Damage claims approved: Hickman, Hawkins, Norwood, Backiel and Hocking. Res. No. 94-72.
10.    Damage claims denied: Spence, LeMars Insurance, Hilton, Christmas.

CONSENT ITEMS:

11.    Contract with Northside Chamber of Commerce for Minority Business Development Center.
12.    Ratify agreement with SW Bell re: PLEXAR II phone system.
13.    Res. No. 94-73 adopting Floodplain Management Plan and Repetitive Loss Plan.
14.    Tabled - City Attorney to file quiet title action re: Lot 1, Block 69, Lawton Heights Addition.
15.    Richard Strickland to do appraisal on Block 8, Vernon Addition; and Lot 1, Block 69, Lawton Heights Addition.
16.    Record Plat for Brentwood Addition, Part 1A, approved, etc.
17.    Acknowledged completion of ODOT construction of West End Industrial Access Project.
18.    Res. No. 94-74 authorizing traffic controls.
19.    Traffic controls denied.
20.    Change Order No. 1 approved for Country Club Drainage Project, Phase II (94-1).

EXECUTIVE SESSION:

33.    Gary Deloach - City Attorney to file suit against Deloach.
34.    Gina Klein suit - no action.
35.    Harrison suit - Zarle to represent City at settlement conference.

REPORTS: Shelton said Ferris Bridge is open. Marley said he sent a note to the Naming Committee forwarding a suggestion that Ferris Bridge be named in honor of the girl who drowned at that crossing. Richardson commended the Personnel Board appointments. Meeting with DEQ was discussed. Special Council meeting set for August 16, 5:30 p.m.
