LAWTON CITY COUNCIL REGULAR MEETING
MAY 10, 1994 - 6:00 P.M.

The meeting was called to order at 6:00 p.m. by Mayor Marley. Notice of meeting and agenda were posted on the City Hall bulletin board as required by law.

AUDIENCE PARTICIPATION: Catherine Rickman asked for enforcement of handicapped parking; asked that Council attend the retirement ceremony for her guide dog on Thursday and asked for code enforcement at 4430 Baltimore.

Douglas Elementary school children asked for traffic controls on Larrance St.

Hodd Wicker suggested changing the City's logo and offered his assistance.

Richard Jensen complained about drainage at 516 "G" from railroad property.

OLD BUSINESS:

1.    SCORD by-laws, sale of landfill denied.

BUSINESS ITEMS:

2.    Election of Mayor Pro Tem - Jim Branscum elected.
3.    Rezoning 3428 Cache Road from R-1 to C-5 denied.
4.    Rezoning 402 SW "F" Ave. from CBD to I-4 denied.
5.    Rezoning 3201 SW 11th St. from PF to C-4 approved; Ord. 94-17.
6.    Damage claims denied: Bill and Melinda Dewbre; Manuel and Sun Cruz; John and Amy Montgomery (Tabled); and Jennifer Cephas.
7.    Revocable permit at 1201 W Gore for sign for Charley Snyder, J. Wiley Richardson Flowers & Gifts approved.
8.    Subordination of lien, 1302 SW 9th St., Mr. and Mrs. Darrell E. Balmer, approved.
9.    Reconsideration of Railroad Corridor Safety Program, stay with original action to approve agreement.
10.    20th Year CDBG Projects - set for May 12, workshop.
11.    Amendment to agreement with School Board re: drug dog denied.
12.    Contract with Crime Stoppers re: drug dog approved.
13.    Ordinance allowing succession in terms for members of Human Rights & Relations Commission denied.
14.    Protest parole of Karen Kaulaity not to be made, seek restitution.

CONSENT:

15.    Damage claims approved: Brockland Apartments - Res. 94-41 - $2,015.60; Hank and Charlotte Cranfill - $103.95.
16.    Res. 94-42 regarding traffic controls.
17.    Denial of traffic controls - Returned to Traffic Commission.
18.    Approved Res. 94-43 notifying public of sale of Supplement No. 8 to 1985 City Code - Code should be on computer so things in it can be found easier.
19.    Plans approved for Park Avenue/Monroe Avenue Street Reconstruction; advertise for bids.
20.    Approved Amendment No. 1 to contract with Self-Insuror's Service Bureau, Inc., for workers' compensation administration - Review All Claims to Guard Against Fraud.
21.    Legal services agreements extended - Consider adding staff attorneys if it could reduce number of outside attorneys.
22.    Professional services agreement with Dr. Jim Harp re: Citizens Bank v. City re: Rogers Lane Project - Approved after discussion.
23.    Contract with OSU Fire Service Training approved, comment was made that this was a good idea.
24.    RSVP Action Grant application approved.
25.    Authorized Scott N. Hatch, CPA, to perform audit for 1994.

26.    Rejected bid for digital dictation system; re-bid.
27.    Terminated contract for scraper rental (lake projects)
28.    Extended contract for waste oil disposal with Tex Par Energy, Inc. dba Oils Recovery, Inc. at same terms through 4/13/95.
29.    Extended contract for front-end alignment with Lawton Alignment at same terms through 5/11/95.
30.    Extended contract for quicklime with St. Clair Lime Co. at same terms through 4/27/95.

37.    Appointments: Lawton Urban Renewal Authority R. E. Stevens; Citizens' Advisory Committee - Jim Quinlan,  approved after discussion (Quinlan Ward 1, not At-Lare 1).

Executive Session:

39.    Request for legal counsel, Wightman, denied.
40.    Reconsideration of employment of City Clerk tabled to 5/24.
41.    Contract for employment, City Cler, tabled to 5/24.
42.    Reconsideration of emplyment of City Manager tabled to 5/24.
43.    Contract for employment, City Manager tabled to 5/24.

REPORTS:

Branscum reported the following: All workshops are to be held in Chambers at 6:00 p.m.
Entry gates at Public Works yard have been left open at least a year and a half - close them to prevent theft, etc.
At least two visitory parking spaces are to be established by City Attorney's Office.
There are a number of cracks in 67th Street south of Gore and in PSO's driveway - contractor should make repairs.
New soda machine and refrigerator are needed at Landfill.
