LAWTON CITY COUNCIL REGULAR MEETING
FEBRUARY 8, 1994 - 6:00 P.M.

The meeting was called to order at 6:00 p.m. by Mayor Marley. Notice of meeting and agenda were posted on the City Hall bulletin board as required by law.

BUSINESS ITEMS:
1.    Public hearing on Lawton Parkway Bicycle/Pedestrian Path held and continued to 2/22/94 - questions were if we have sufficient easements, how much maintenance sot will be and cost of aerial photos.
2.    Damage claims denied: Adil Abdelhamid and Amal M. Osman; Bill and Billie Anderson; and James W. Gray.
3.    Res. 94-10 adopting General Pay Plan for employee.
4.    Ord. 94-5 amending personnel rules re: "Step increase."
5.    Request by Councilwoman Barfield to rename 15th Street from Lee Boulevard to Bishop Road in honor or Rev. Jesse L. Davenport referred to Renaming Committee.
6.    Res. 94-11 adopted closing police academy.
7.    Ord. 94-6 adopted redistributing assessment for Law Enforcement Officers Training Fund.
8.    Council Policy No. 4 revised re: after trial procedures.
9.    Accepted traffic control system from Memorial Hospital for Gore Blvd. and 27th/31st Streets.
10.    Revocable Permit to Lawton Public Schools for use of right of way at 1401 Bessie - Schools should develop plans to improve traffic access by their buildings.
11.    Wastewater Treatment Plant Report accepted; workshop set for February 15 to receive public input.

CONSENT AGENDA:

12.    Damage claims approved: Donald and Marilyn J. Lair - Res. 94-12 - $538.60; Kenneth and Doris Ellis - $27.50; Noneta White Barnes - Res. 94-13 - $550.
13.    Assistance for Easter Pageant approved - personnel and equipment to assist with the security and refuse collection.
14.    Res. 94-14 authorizing installation of traffic control - add flashing lights on 9th Street between Columbia and Dearborn for School Zone.
15.    Traffic controls denied.
16.    Street Light Res. 374 approved.
17.    Res. 94-15 workers' comp claim - Carl Reed - $12,950.
18.    Res. 94-16 workers' comp claim - Jerry McMenamin - $13,875.
19.    Res. 94-17 workers' comp claim - Ronald E. Harrison - $17,500.
20.    Release escrow of $750 for drainage and accept maintenance bond for drainage in the amount of $750 for Crosby Park Addition, Part 9.
21.    Res. 94-18 authorizing destruction of Municipal Court records and files.
22.    Agreement with Ken Barnes re: Jasper v. City approved.

28.    Mayor's appointments: Commission on the Status of Women - Marcelle Bynum, Lillian Stein, Debbie Marburger, Dorothy Woodruff, Janet Childress, Patsy Bard; Building Development Appeal Board - Ron Nance, Jerry Pippin; Airport Authority - Ken Kleypas; Naming Public Facilities - Charles Ellenbrook, Thompson Flute; Board of Adjustment and Appeals - Johnny Owens; Arts & Humanities Council - Betty Harris.
29.    Payroll approved.

ADDENDUM:
Terminated contract with Adjustco; approved contract with A & M Self Insurors, Inc. for workers' compensation administrative services from February 15 to April 1.

EXECUTIVE SESSION:

30.    Claims of Delores Dickerson, Leigh Ann Watts, Kerry L. Clay and litigation styled Harrison v. City no action taken.
