LAWTON CITY COUNCIL REGULAR MEETING
    FEBRUARY 22, 1994 - 6:00 P.M.

The meeting was called to order at 6:00 p.m. by Mayor Marley. Notice of meeting and agenda were posted on the City Hall bulletin board as required by law.

AUDIENCE PARTICIPATION: Russ Finch thanked Council for drainage maintenance work and spoke against development of The Meadows in the floodway.

Charles Calhoun, 1809 Garfield, had been cited by Building Development and asked for assistance so this would not go to Municipal Court. Building Development Director is to contact Mr. Calhoun.

OLD BUSINESS:

1.    Public hearing on Parkway Bicycle/Pedestrian Path not held; task force is seeing new routes.

NEW BUSINESS:

2.    Public hearing held on conceptual plan for the Cache Road Beautification Project; project approved.
3.    Damage claims denied: Frank and Judith Shotts; Vicki S. Jackson.
4.    Wastewater Treatment Plant improvements: 18 mgd plant; 20 year bond to be repaid through $2.50 per month plus $.13 per thousand gallons on utility bills.
5.    Authorized staff to negotiate the fees related to the employment of a financial advisory and bond counsel.
6.    Ord. 94-7 - relating to residential refuse collection and separate collection of yard waste.
7.    Approved proposed Museum Expansion Plan and accepted McMahon Foundation grant for construction of the Museum expansion.
8.    Res. 94-19-  authorizing angle parking on the "F" Avenue right-of-way west of SW 6th Street.
9.    Approved plans, declared emergency and awarded construction contract for the Flower Mound Road Sanitary Sewer Replacement Project 94-8 to Dobbs-Washita Construction.
10.    Ord. 94-8 - closing hours of the Highland Cemetery changed from 9:00 p.m. to 7:00 a.m. to between October 1 and April 30 closed to the public at 6:30 p.m. and from May 1 through September 30 closed at 9:00 p.m.
11.    Ord. 94-9 - clarified the exemptions to the requirements that windshields and windows of motor vehicles be unobstructed and declaring an emergency.
12.    Denied purchasing equipment for large format utility bills.
13.    Res. 94-20 adopted naming the park at Kingsbriar and Buckingham in east Lawton "Prairie Park".
14.    Change in Arts & Humanities Council by-laws approved.
15.    Ord. 94-10 adopted redefining longevity pay and declaring an emergency.
16.    denied awarding a contract for digital aerial surveys of the Main/East Branch and Middle Branch of Wolf Creek.

ADDENDUM ITEMS:

1.    Authorized staff to solicit RFP for leasing space for Consolidated Communication Dispatch Center.
2.    Res. 94-21 workers' comp - Ronnie Smith - $12,950.
3.    Executive Session - Dupler v. City; Zarle to attend settlement conference.
4.    Bid for police cars - bid procedures not waived; purchase cars from State Contract.

CONSENT AGENDA:

17.    Damage claim of Prime, Inc. approved $214.50
18.    General employee retirement system actuarial report accepted.
19.    Accepted 8: PVC water line and one fire hydrant at Flower Mound Road and Lee Boulevard and an escrow agreement in the amount of $1,800.
20.    Accepted easements from bailey and Welch for NW 40th Street Reconstruction Project.
21.    Accepted Rogers Lane Gas Meter Relocation Project 93-23.
22.    Acknowledged receipt of state permits for water/sewer for Crosby Park Addition, Part 10.
23.    Acknowledged receipt of state permits for water/sewer for Wyatt Acres Addition, Part 9.
24.    Accepted contract renewal with the Oklahoma Highway Safety for police enforcement.

BID ITEMS:

25.    Extended contract for tire recapping with Kent's Tire Service, Inc. through 2/9/95 at same terms provided funds are available.
26.    Sprinkler system parts: Davis Pipe & Supply, Inc.
27.    Audio/visual equipment: Fairfax AFX, and authorize purchase order to Wholesale Electric Supply, Wichita Falls.
28.    First aid supplies: Industrial Medical & Safety Supply.
29.    Photography service: One Hour Moto Photo.
30.    Vertical turbine pumps: GPM, Inc.
31.    Machine shop/welding service: Lawton Machine & Welding Works.
32.    Mayor's Appointments: McMahon Auditorium Authority - Helen Ramming; Computer Management Advisory Committee - Ed Richardson; LMAPC - David Means, Charlie Young; Board of Adjustment & Appeal - Beaulah Jones, Dr. Rodney Worthen.
33.    Payroll approved.

REPORTS:
There will be a workshop on March 1 regarding regional landfill and pumping charges.
