MINUTES
LAWTON CITY COUNCIL REGULAR MEETING
OCTOBER 11, 1994 - 6:00 P.M.

The meeting was called to order at 6:05 p.m. by Mayor Marley. Notice of meeting and
agenda
were posted on the City Hall bulletin board as required by law.

AUDIENCE PARTICIPATION: Charlie Gifford asked the Council for help and asked them
to
remove the members from the Lawton Housing Authority; Frankie Valente spoke in favor of the
Lawton Housing Authority and said the high rise has been going upward; Sandra Hawkins
Powell reported her unfair treatment in pay while working for the Housing Authority; Laurie
Barfield, Administrative Assistant at the Housing Authority spoke against the Lawton Housing
Authority and Housing Director and asked them to intervene.
Ed Jansen, Business owner on Cache Road and representing other business owners
on Cache
Road, asked the City Council to have the work on Cache Road stopped because it is hurting their
business.
Louis Rodenstiel, 1516 SW 4th complaint of continued flooding in his yard and housing
area and
asked that something be done as soon as possible with the drainage system.
OLD BUSINESS:
1. Damage claim of Joel & Judy Sisk denied.
2. Damage claim of Whitlock Transportation; Res. No. 94-93 -
$1,544.34.
BUSINESS ITEMS:
4. Ord. No. 94-26 rezoning 2001 NW Kingsbury Avenue to C-5.
5. Ord. No. 94-27 rezoning 213 NW Euclid to C-5.
6. Damage claims denied: McWilliams, Webb, Tabor.
7. Presentation by Mark Schwartz on landfill closure post closure
financial assurance
8. Strategy for developing Housing and Community Development
Plan approved.
9. Mayor authorized to submit letter to Retail Merchants Association
for grant for ballfield
lighting at Grand View United Sports Complex.
10. Sale of bus authorized by sealed bid; proceeds to be deposited
in Recreation Cash Fund.
11. Appointment of Acting City Manager during city manager's
temporary absence and
disabilities: On rotation basis, Finance Director, Public Works/Engineering Director,
Management Support Director, Planning and Special Studies Director, Housing and Community
Development Director and Parks and Recreation Director.
12. Contract for 2 cu. yd. refuse containers awarded to Hill
Steel Corp.

approved.
18. Contract with Housing Authority for placement of radio equipment
and transmitter antenna
on roof of High Rise approved.

19. Reject bid - firefighter protective helmets; rebid.
20. Extend contract with C & C Distributing for dairy products
to 10/13/95.
21. Extend contract with Rainbo Baking Co. for bakery products
to 10/12/95.

REPORTS: Schumpert reported that he and Councilman Kennedy attended the OML annual
conference and received some excellent information and encouraged the Council members to
attend. Mitchell received a complaint of the slow progress of the street project at the corner of
40th & Gore in front of Pecan Grove and asked staff to provide a response to the progress.
