LAWTON CITY COUNCIL REGULAR MEETING
SEPTEMBER 28, 1993 - 6:00 P.M.

The meeting was called to order at 6:08 p.m. by Mayor Marley. Notice of meeting and agenda were posted on the City Hall bulletin board as required by law.

AUDIENCE PARTICIPATION: Russ Finch representing the organizastion FLOOD referenced an article in the September 23, Lawton Constitution on Plats; and questioned the City tampering with the flood plain.
BUSINESS ITEMS:
1.    Approved damage claim of Geneva Peck.
2.    Res. 93-110 dilapidated structure - 2610 SW Wolf Avenue.
3.    Approved 18th Year CDBG Performance Report and approved submitting the Report to the U.S. Department of Housing and Urban Development.
4.    Approved the Comprehensive Housing Affordability Strategy (CHAS).
5.    Ord. 93-35 - amended definition of taxicab.
6.    Authorized ZIA, Inc. engineering consultants to perform additional work related to the removal of underground storage tanks.
7.    Ord. 93-36 - amending section of  Code regarding appeals to Employee Advisory Committee.

CONSENT ITEMS:
8.    Damage claims approved: Donna and Keith Buller - $316; James L. and Donna G. Foster - Res. 93-111 - $2,210.71.
9.    Res. 93-112 - payment of judgment in the Workers' Comp case of J. B. Avery.
10.    Res. 93-113 - damage claim of David Druckenmiller - $5,000
11.    Resolution for damage claim of Sylvia Leach removed from consideration.
12.    Retain Joe Callahan as an expert witness in the Delluomo case.
13.    City Attorney to represent Larry Odum in Pilgrim lawsuit.
14.    Approved Amendment No. 3 for professional and legal services between the City and Newcombe & Redman, Inc. including the claim of Raymond Gates.
15.    Workers' Comp. agreement with Adjustco Inc. renewed.
16.    Ratified action of Water Authority accepting the minor corrections to the proposal submitted by Marathon Oil Company - total lease $182,804.84
17.    Street Light Res. 369.
18.    Change Order No. 1 with U-Liner Mid-America Inc., for the 15th & 16th Year CDBG Sanitary Sewer Rehab Project 93-13.
19.    Construction contract for Animal Shelter Education Building Project 93-3 - Air Equipment.
20.    Construction contract for the Salt Storage Building Project 93-25 - Domes America
21.    Received permits for the construction of water lines and/or sanitary sewer lines from the Oklahoma State Department of Health to serve the North High Zone.
22.    Accepted the 67th and Taylor, 20th and Washington and Terrace Hills Drainage Project and placing the maintenance bond into effect.

23.    Approved the Mayor executing the recertification application for the CRS of the National Flood Insurance Program.
24.    Record plat for Rolling Hills Addition, Part 3A, accepting an easement outside the platted area, accepting a warranty deed for .24 acres of park land and accepting an escrow agreement.

25.    Rejected bid for linen service.
26.    Electronic scoreboards - Bear Electronics, Inc.
27.    Motor oil - Texaco Lubricants Company
28.    Oils, grease, and lubricants - Texaco Lubricants Company and Glenn Oil Company.
29.    Lake Lawtonka shoreline project - Beall Trucking, Inc.
30.    80" belt-driven mower - Construction Agricultural Supply Company.
31.    Safety footwear - Ray Maier's Sporting Goods extended through 9/8/94.
32.    Extending contract for propane gas - Amerigas Corporation through 9/22/94 at same terms.

33.    Mayor's Appointments - Carnegie Library Advisory Board - Gere Smith, Diane H. Denham, Leila Barfield; Parks & Recreation Commission - Carles Sowers, Jean Mullins, Phil Anderson.
34.    Payroll approved.

REPORTS: Shelton thanked everyone for the kindness and support he received while in the hospital. Brown welcomed Shelton back to the Council meetings.
