LAWTON CITY COUNCIL REGULAR MEETING
JULY 27, 1993 - 6:00 P.M.

The meeting was called to order at 6:15 p.m. by Mayor Marley. Notice of meeting and
agenda
were posted on the City Hall bulletin board as required by law.

AUDIENCE PARTICIPATION: Police mission statement presented. Dr. Marvin Lepien asked
about an item to have a first aid station at the lake and Mayor Marley said it had not come
forward yet.
OLD BUSINESS:
1. Damage claim of Jerry and Carolyn Pilgrim denied.
2. Schmidt, dba Schlotsky's, modification of CDBG Small Business
loan approved.
3. Change Order No. 1 with GGG Const. for North Lawton Community
Center Gymnasium
Project: Approved - send information on further costs regarding HVAC installation.
4. Ordinance No. 93-24 on solicitation from roadways: approved
with amendment that City
Manager can waive 30 day notice for good reason.
5. Request from GPIF for additional funding to finish program
through the end of July 1993:
Tabled for detailed information on vehicles - may need to further discuss use of City gasoline for
similar cases.
BUSINESS ITEMS:
6. Res. No. 93-87 approved declaring structure (shed only) at
815 NW 35th Street detrimental.
7. Damage claims denied: Jean Strock; Gina Klein; Bob Mansell;
approved claim of Paul D.
Huckabay.
8. Cable system regulation tabled.
9. Taxicab stand at 2500 block of Fort Sill Boulevard; tabled
for information on other locations
and alternatives.
10. Ordinance requiring mobile home skirting tabled until Barfield
returns and Planning
Department gets definitions.
11. RFP for consultant on E911: approved advertisement.
12. Rescinding previous action to purchase E911 equipment and
data base with Southwestern
Bell approved.
13. Reject RFP for leasing space for E911 Center approved; get
expandable, upgradable
equipment; contact OU and OSU to see if they could have information.
14. Agreement with GPIF for MedTrans for coming year approved.
15. Ord. No. 93-25 - family and medical leave act approved.
16. Council Policy No. 5 on engineer/architect selection approved.
17. Res. No. 93-88 - supporting Governor Walters' plan for construction
of transportation
system.

22. Ratified LWA action - agreement approved with Ramon John
for purchase of raw water.

City lakes having no events at Lawtonka from Memorial Day through Labor Day and deleting
portion on "non profit" organizations.
24. Council Policy no. 61 on first-time homebuyers program.
25. Release escrow agreement for improvements to Heinz Addition,

27. Accept permanent easement from Lawton Industrial Foundation
for South Industrial access
Road Project, Phase II 93-19.
28. Accept temporary easements for 1990 Citywide Sanitary Sewer
Rehabilitation Project 93-6
in Block 3 of Heinz Addition.
29. Approve plans & specs for Storage Mezzanine Project (Museum)
93-22 and authorize staff
to advertise for bids.
30. Approve RFP for review of City's data processing program.
31. Accept Citywide Street Rehabilitation Project (93-1), and
place maintenance bond into
effect.
32. Accept Concrete Restoration of South Water Treatment Plant,
place maintenance bond into
effect and impose liquidated damages on project.
33. Accept WWTP Re-Roofing Project (93-8) - 10 year maintenance
bond.
34. Change Order No. 1 with Pavers, Inc. for Citywide Storm Drainage
Rehabilitation Project

35. Change Order No. 4 with Atlas-Tuck Concrete for NW 67th Street
Reconstruction Project:
Approved - Mitchell asked if this had been overlooked in plan preparation.
36. Amend contract with Tulsa Divers for cleaning and leak repair
of Water Treatment Plant
clearwells - adds water storage tanks.
37. Retainer agreement with Holloway, Dobson, Hudson and Bachman
to represent City in
Dupler civil suit.
38. Contract with Comanche County Memorail Hospital for Physical
examination, drug screen,
and functional capacity evaluation.
39. Terminate agreement with Johnny Woods Water Assocation and
approve agreement with
Bill Sanders Water Assocation for treated water outside city limits.
40. Agreement with Southwest Research Associates for census of
three areas to determine
CDBG eligibility.
41. ASCOG Business Research Grant Program agreement.
42. Northside Chamber of Commerce capacity building program for
non-profit organizations
agreement.

REPORTS: Mitchell asked how many of the new Police cars had been in accidents and Hopkins
said 100%.
