LAWTON CITY COUNCIL REGULAR MEETING
APRIL 13, 1993 - 6:00 P.M.

The meeting was called to order at 6:00 p.m. by Mayor Marley.
Notice of meeting and agenda were posted on the City Hall
bulletin board as required by law.

1. Robert Mitchell sworn in as Ward 8 Councilman.
AUDIENCE PARTICIPATION: Russ Finch spoke on behalf of FLOOD and
distributed rezoning notice with incorrect dates. Asked Council
to consider impact of additional housing developments on
stormwater runoff.
BUSINESS ITEMS:
2. Hearing held on Railroad Corridor Program. Resolution to be
included on April 27 Agenda to ratify participation.
3. Res. 93-34 - condemnation of carport at 806 SW 15th.
4. Ord. 93-10 - closing two feet of easement at 7903 NW
Folkstone Way.
5. Ord. 93-11 - defining net floor area.
6. Ord. 93-12 - establishing parking requirements for net
floor area.
7. CIP hearing held.
8. Damage claim of Tompson tabled; McDermott and Byers denied.
9. Median opening on Lee at SW Ridge Terrace Street approved.
10. Staff to advertise RFP's for solid waste disposal
services.
11. Staff to negotiate with Fort Sill on solid waste disposal.
12. Council Policy No. 5 revised to receive fee proposals with
original proposal, opening only those being considered and
returning all others unopened.
13. Contract for architectural services for Museum tabled;
send letter to Institute of Great Plains.
14. Ord. 93-13 adopted on time to award construction
contracts; deviation from engineer's estimate.
15. Police Management study recommendations accepted; Police
Chief to propose plan of action within 60 days.
16. Council Policy No. 60 adopted on HOME Program Rental
Rehabilitation assistance.
17. Ord. 93-14 - nonintoxicating beverages.
CONSENT:
18. Damage claim of Herbert Jones approved; Maddox approved by
Res. 93-35.
19. Contract with Alan Rosenbaum for legal representation of
police officers in Delluomo case approved.
20. Res. 93-35 - traffic control.
21. Traffic control denied as recommended.
22. Street Light Res. 365.
23. Release of escrow agreement for water, sewer and drainage
in Blys Point, Part 2, approved.
24. Lease with Entrepreneur Express for Fun Day at Lake
Lawtonka withdrawn due to the item being tabled to April 27, by
the LWA.
25. Amendment to Transportation Improvement Program for bridge
treatment project approved.
26. Amendment to Airport grant approved.
27. Trickling Filter Modification Project accepted with bond.
28. Change Order 1 approved and Lake Ellsworth Sluice Gate
Project accepted with bond.
29. Change Order 1 approved for Kent Waller for 1992 McMahon
Park Improvements Project.
30. Res. 93-37 adopted on SW 67th St. Railroad Crossing
agreement.
31. Contract with cotton Electric approved for transmission
system pump station.
32. Contract with Crimestopper approved for lease of travel
trailer.
33. Loan agreement with Kawasaki for Jet Mate for Lawtonka
approved - mark unit and allow use only by authorized personnel.
34. Contract with Regina Harmon for outside fire service
approved.

Bentley; Human Rights - SFC Carl Wright.
51. Payroll approved.
EXECUTIVE SESSION:
52. Res. 93-38 - settling Ramona Bienstock claim in the amount
of $8,000.
53. Cruz advised that his office filed an application to
remove Delluomo and Duber case from Comanche County District
Court to the Federal Court for the Western District. He also
advised Council of the status of the Dupler case. No action
needed.
54. Continued employment of City Manager discussed - item to
be returned on next agenda.
55. Continued employment of City Manager discussed - item to
be returned on next agenda.
56. Continued employment of City Clerk discussed - item to be
returned on next agenda.
